Methodology and caveats

Evidence as at 1 Nov 2026. Collection cutoff: 31 Oct 2026.

How to use the dossiers

These pages help you decide what to check and when to prepare. Our view of supplier fit is a practical assessment, not confirmation that your firm meets the buyer’s qualification rules.

CHECK NOW means the timing or procurement stage needs immediate checking. WATCH means track the renewal and extension decision. BID-READY requires a confirmed opportunity to bid; none of these dossiers establishes that position.

Confidence is shown once per dossier. It reflects the evidence for that opportunity, not a forecast of winning or a financial assessment of the supplier. Unknown means the available evidence does not settle the point; it does not mean the buyer has published nothing.

Dates and renewal windows

A reported contract end may be a base end or may already include options. A maximum end does not prove that an extension has been exercised. Calculated maximum dates are labelled est.

Estimated planning windows use 3–8 months before the reported end to allow selection, evaluation and mobilisation. They are planning assumptions, not observed buyer schedules or promised publication dates. Extensions can defer or remove a renewal. Where a window has passed, check whether a competition has already closed. Historic deadlines are not future deadlines.

No verified matching notice in the available material does not prove that no notice exists. Rutland’s reported replacement deadline and start date come from secondary reporting and need official confirmation.

Values and payment estimates

Annual allocations divide a published total by the stated or alternative contract periods. They assume that the value covers those periods. Ranges show different period scenarios, not price forecasts. Published values may aggregate awards; VAT treatment is unknown unless explicitly stated. Rounded amounts are for readability; linked evidence retains the original figures.

Payment annualisations assume the observed period is representative. Posting delays, adjustments, other contracts and disclosure thresholds can change the result. They are not audited annual spend. Invoice dates are not necessarily payment dates. Purchase orders are commitments, not payments.

Wealden: 167 supplier rows total £149k net. Cleaning descriptions total £146k; doubling that April–September subtotal gives est. £292k/yr. Other-service descriptions are excluded. Repeated transaction numbers can be allocations across cost centres, so rows were not automatically deduplicated. The half-year coverage assumption may be incomplete; dates in the underlying file use the Excel date origin 30 Dec 1899.

Rutland: 19 invoice lines dated April–June 2026 total £24k. Multiplying by four gives est. £97k/yr, an incomplete comparison with the register’s est. £154k/yr. VAT treatment is unknown. Signed amounts were summed without deduplication. The supplier match is MCS Cleaning and Maintenance Ltd, not MCS Cleaning Services Limited.

Incumbents, company records and history

“Named at award” identifies the original supplier. It does not establish uninterrupted delivery or current incumbency. Later corroboration applies only to the date or reporting period stated. Name-only company matches are provisional unless a registration number is cross-checked.

Company filing dates and categories do not establish financial health, turnover, headcount, delivery capacity or service performance. Directors were not systematically verified. Public company observations date from 1 Nov 2026; cached pages can reflect earlier dates.

Award-history evidence matches names after normalising punctuation and Ltd/Limited. It does not merge group companies or trading names. Historical opportunities are not confirmed active contracts or a measure of workload. No like-for-like predecessor was established for these contracts; unrelated awards do not establish a renewal pattern.

Before committing bid resources

Confirm the live notice, submission portal, operative expiry, extensions and deadline through the buyer’s official route. Obtain the current specification and site schedule, TUPE information, financial and insurance thresholds, pricing basis and mobilisation timetable.

Public documents may require supplier registration. Free registration is confirmed for SE Shared Services by the Wealden transparency page; fees for other routes are unknown.

Sources and reuse

Each dossier links to its award notice, supporting evidence, company records and related awards. Source disagreements remain explicit rather than being silently resolved. Some linked evidence contains historical detail beyond the short dossier.
